Updated `actions/setup-go` to move off of deprecated node.js 20. Update `golangci-lint` version from `v2.1` to `v2.11`. Run linters in `ci.yml` for `lcow` and `wcow` build tags. Fix linter issues raised by newer linter. Signed-off-by: Hamza El-Saawy <hamzaelsaawy@microsoft.com>
