[Dataflow Streaming] Fix spammy log during GrpcGetDataStream physical stream half-closing

The batche size that was previously being compared is a member of the logical stream and not specific to the physical stream. This means that if we were half-closing a physical stream while another physical stream was created and handling requests we could log this warning incorrectly.
