Description of the new feature / enhancement

The installation package for any application has its own lock for installation, including Windows Installer Service.
so remove the lock on client, it' s redundant.

I don't understand the request here. Could you provide some additional detail, so I understand what you mean by "lock" and how it's being observed?

The client is protecting itself from being called by multiple separate processes requesting concurrent installations that could cause conflicts. This was done intentionally. Several other applications have integrated with WinGet via COM APIs and they do not need to coordinate with each other.

MSIX supports up to six concurrent installations, but all other installer technologies come with inherent risks. The MSI technology stack may also get interrupted during an active Windows upgrade.

It's not "safe" to run multiple different Win32 style installers in parallel.
