Account view's lateral join not supported in MariaDB

I got an SQL exception due to lateral join (added in #12631), which is not supported in MariaDB.

Will MariaDB support be dropped or was it just an oversight?

The steps to reproduce the bug

Fresh install of ACS, returns error during account_view creation.

MariaDB versioning is a little different than MySQL, there is no version 8: https://mariadb.com/docs/release-notes/community-server/about/compatibility-and-differences
