When setting obsoletes or obsoletedBy in SysMeta, the SysMeta on other side of the relationship is updated automatically. E.g., setting obsoletedBy on obj1 to reference obj2, causes obsoletes on obj2 to be automatically set to reference obj1. But the timestamp of the SysMeta on obj2 is not updated, and so the automatic part of the update will not be discovered by the CN.
